Werder Bremen 1923-24 Westkreisliga staffel Weser finished 5th of 7 teams. It was the highest level, obviously they didn't qualify for the next round in the German Championship

No club from Kaiserslautern played at the highest regional level that season ( 1. FC Kaiserslautern wasn't formed yet)

It's a regional league. At "Bezirk" level. Germany didn't have a national league like they have today. The winner (Komet Bremen) played for the championship of Northern Germany.(Won by Hamburger SV in 1923-24) The winner of the championship of Northern Germany went to the final rounds for the German Championship. ( 7 teams in 1923-24. Knock out tournament, won by 1. FC Nürnberg)

Before the introdution of the Gauligen the German league structure was very complex. It was a mixture of regional leagues and knock-out tournaments.

Germanys league system before 1933 is indeed a thing for experts.

Up to 1933 there were 7 regional football associations which subdivided their territory in entities like Bezirke, Kreise or Gaue. Each association had their own system and subdivisions were also often changed.

FV Kaiserslautern, predecessor of 1.FC Kaiserslautern, played 1923/24 in the "Kreisliga", which was 2nd level.
